IUCN ska arbeta för naturens rättigheter

Den stora internationella naturvårdsorganisationen IUCN har integrerat naturens rättigheter i sitt program för 2017-2020, antaget under världskongressen på Hawaii i september.

Den förra världskongressen, år 2012, rekommenderade att naturens rättigheter skulle vara en grundläggande faktor i alla organisationens beslut. Ur resolutionen WCC-2012-Res-100,

The World Conservation Congress, at its session in Jeju, Republic of Korea, 6–15 September 2012:

  1. RECOMMENDS to the Director General to initiate a process that considers the Rights of Nature as a fundamental and absolute key element for planning, action and assessment at all levels and in all areas of intervention including in all decisions taken with regard to IUCN’s plans, programmes and projects as well as in IUCN policy on rights;
  2. URGES the Director General to initiate a dialogue for designing and implementing a strategy for dissemination, communication and advocacy concerning the Rights of Nature;
  3. URGES IUCN Members to contribute to this effort by bringing forward their national experiences concerning the Rights of Nature as part of the process of developing a Universal Declaration of the Rights of Nature that contributes to a new philosophy of human well-being; and
  4. INVITES the Director General and IUCN Members to promote the development of a Universal Declaration of the Rights of Nature, as a first step towards reconciliation between human beings and the Earth as the basis of our lives, as well as the foundations of a new civilizing pact.

Detta visionära steg har inte riktigt märkts av sedan dess, och End Ecocide Sverige har deltagit i ett initiativ, lett av Earth Law Center, för att påminna IUCN om att implementera beslutet. Ett resultat är att handlingsprogrammet för 2017-2020 innehåller skrivningen:

IUCN also aims to secure the rights of nature and the vulnerable parts of society through strengthening governance and the rights-based approach to conservation.

Ett annat intressant beslut på världskongressen var Motion 84: Improving the means to fight environmental crime. En summering:

3. ASKS Members to support the strengthening of environmental criminal law and its effective implementation at both national and international levels; and

4. ASKS governments and legislators in each country to:

d. incorporate into local legislation, across international, bilateral or multilateral treaties, punitive measures to punish environmental crimes committed by transnational corporations.

Ett viktigt beslut var också att verka för att skydda urfolks heliga platser, som drevs av Gaia Foundation med flera.
